What this guidance note is and who it applies to

The Modern Methods of Construction guidance note is Cabinet Office guidance, published in September 2022, that expands Chapter 2 of the Construction Playbook into practical advice on contracting for work delivered using MMC and platform approaches. It is aimed at commercial, legal and project delivery professionals, applies to central government departments, executive agencies and non-departmental public bodies, and is commended to the wider public sector.

The policy context is a productivity problem: since 1997 the annual rate of productivity improvement in UK construction has run 21 per cent below the wider economy, alongside low capital investment, limited innovation and workforce pressures. As the single largest construction client, government committed at Autumn Budget 2017 to a presumption in favour of off-site construction for relevant departments from 2019, followed by Transforming Infrastructure Performance (refreshed in 2021 as the Roadmap to 2030), the Construction Playbook and proposals for a platform approach to design for manufacture and assembly. The note's honest starting point is that some current contracting models will not work for these approaches, and that the way government buys must change.

Definitions: seven categories of MMC and what a platform actually is

MMC is a wide term covering offsite and onsite techniques. The joint government and industry MMC Definition Framework splits the spectrum into seven categories: 3D pre-manufactured primary structural systems; 2D pre-manufactured primary structural systems; non-systemised structural components; additive manufacturing; non-structural assemblies and sub-assemblies; traditional building product led site labour reduction; and site process led labour reduction.

A product platform, as defined in the Construction Innovation Hub's Platform Rulebook (May 2022), is the kit of parts plus the production processes, knowledge, people and relationships needed to deliver construction using a platform approach: a stable core configured with complementary components through defined interfaces. Crucially, a platform approach is not an alternative form of MMC; it might use some, all or none of the seven categories. And the guidance stresses that MMC is not an end in itself: authorities should test whether, how and to what extent it drives value and achieves the project outcomes, because it will not always be the right answer.

When MMC fits: five lenses for the assessment

The note structures the suitability assessment, feeding a Delivery Model Assessment, around five areas. Client: MMC suits multiple-project clients, centralised design and longer-term incentivised partnerships more than transactional single purchases. Project or programme: bigger, longer programmes with high functional overlap and consistent technical requirements are strong candidates, while highly complex mechanical, electrical and plumbing content can erode the benefits if late changes force retrofitting.

Design: look for commonality and repeatability, minimise double handling of commodities, and where offsite work is used, offset its costs by packing interfaces and trade overlaps into the smallest, most cost-dense product possible. Market: favourable signs include potential to share standards with other clients or sectors, a mature existing market for early engagement, and the chance to create a market for lower carbon solutions. Data: the strongest MMC candidates can support a digital library of standard space types, interface rules and technical standards, and potentially a digital configurator that generates schedules or full asset models automatically.

Contracting differently: manufacturers, money, change and IP

Traditional contracts assume design evolves late, even after construction starts. Manufacturing inverts that: product-led thinking, early design fixity and earlier decisions. In a traditional structure the Tier 1 contractor picks the manufacturer late, so opportunities only the manufacturer could see are missed. The guidance asks authorities to consider manufactured elements at the initial assessment and, where significant, to engage manufacturers early or appoint them directly, via a Tier 1 led approach or an integrator led approach, including multi-project call-off contracts with enabling provisions so other departments can use them. Where the authority contracts the manufacturer directly but wants single point responsibility, the manufacturer must be under a binding obligation to novate to the Tier 1 in due course.

On time and money, contracts should enable early booking of manufacturing slots, with payments properly secured through vesting certificates and, where needed, advance payment bonds, and should recognise that the site for an MMC project includes the factory and consolidation centres, with matching inspection, audit and insurance rights. On change, authorities should require design freeze for manufacturing elements by a specified date and rapid early warnings of anything that could disrupt production, because late client changes are costly once elements are in manufacture. On quality and IP, products should be factory tested with appropriate accreditation, and product intellectual property usually stays with the manufacturer, so contracts should say the Tier 1 will not seek assignment, with IP ownership considered at three levels from market-standard components to client-owned prototypes.

Proof in practice: the SEISMIC platform

The note closes with the SEISMIC design for manufacture and assembly platform, developed through the UKRI-funded Transforming Construction Challenge by a consortium including McAvoy, Elliott, Blacc, Bryden Wood and Tata Steel. It is a modular product platform built on standardised components and design rules, initially for schools but applicable to offices, healthcare, residential and retail.

The reported outcomes illustrate what the guidance is chasing: a 47 per cent improvement in whole life value versus traditional methods, 75 per cent faster delivery than traditional onsite construction (35 per cent faster than 3D volumetric), a 70 per cent reduction in whole life carbon, an 80 per cent reduction in health and safety incidents, and design time cut by 25 per cent. Components are tagged and linked to a 3D model for full traceability, 95 per cent of the steel frame is recyclable, and only around 10 per cent of materials are expected to become waste. The platform's first major deployment was Phase 2 of the Lawrence Calvert Academy in Leeds, using 192 SEISMIC modules.
