The Procurement Act 2023 came into force in February 2025. It introduces new transparency obligations, the Competitive Flexible Procedure, stricter social value requirements, mandatory award publication and real-time notice publication on Find a Tender. For Welsh public bodies, the Wales Procurement Policy Statement layers ten Welsh-specific principles on top — community benefits, fair work, foundational economy, Welsh SME participation, decarbonisation and Welsh Language Standards.
