What is a contract award notice?
A contract award notice is the notice a contracting authority publishes after deciding who will win a public contract and before entering into that contract, announcing the intended award. Under the Procurement Act 2023 it is published for direct awards as well as for competitive awards. Where a mandatory standstill period applies, it runs from publication of the notice for a minimum of eight working days, but standstill is not universal: it does not apply to call off contracts awarded under a framework.
Contract award notice, explained
The contract award notice is the public announcement that a decision has been made but the contract has not yet been signed. That gap is deliberate. Under the Procurement Act 2023 the notice must be published before the authority enters into the contract, and where a mandatory standstill period applies it runs for at least eight working days from publication before signing. Standstill is not universal. It does not apply to call off contracts awarded under a framework, or to awards under a dynamic market, and the Act sets out further exceptions, including extreme and unavoidable urgency. Where a mandatory standstill is not required, an authority may still choose to run a voluntary one.
It helps to see the sequence. For a competitive award: evaluate tenders, issue assessment summaries, publish the contract award notice, observe the standstill, enter into the contract, then publish a contract details notice within the period the Act sets, with a longer period for light touch contracts. For a direct award, a transparency notice comes first, before the award is made, and a contract award notice is still published before the contract is entered into. For a call off under a framework, a contract award notice is still required in most cases, but assessment summaries and mandatory standstill do not apply, although the authority may provide summaries and run a voluntary standstill.
Award notices are also the main public record of who wins UK public work, which is why they carry so much weight in market analysis. They need reading with care. In the seven days to 9 August 2026, 1,606 of the 2,535 UK notices published were award notices, and SME suppliers were 61.3 per cent of the 2,444 supplier parties carrying a stated business size on award notices, based on Find a Tender data. Values are far patchier: a value in pounds appeared on only 24.9 per cent of notices, with a median of 631,000 pounds across those 632 records, and the total was heavily concentrated, with the five largest notices making up 67.7 per cent of the sum and the largest single notice at 12.6 billion pounds, a whole life framework value rather than weekly spending. Award notice values are therefore never a measure of total UK public spending.
