Crown Commercial Service frameworks explained: a guide for UK suppliers

CCS frameworks are one of the most powerful routes to public sector revenue for UK suppliers. Here is how they work, which ones to target and how to get on them.

Crown Commercial Service frameworks are among the most valuable routes to public sector revenue for UK suppliers. When you are on the right framework, public bodies can award you contracts — often without a full competitive tender. But getting onto the right frameworks requires knowing which exist, which you qualify for and how to apply effectively.

How CCS frameworks work

A framework agreement is a pre-qualification exercise. CCS selects a list of approved suppliers across a service category. Public bodies then award contracts via two routes: direct award (for smaller contracts, no further competition needed) or mini-competition (a shorter call-off process among framework suppliers). Being on a framework means you have already passed qualification — when a relevant opportunity arises, you are invited to bid.

Key CCS frameworks for UK suppliers

  • G-Cloud — cloud software, infrastructure and services. Refreshed annually. Critical for technology suppliers.
  • Digital Specialist and Technologist (DS&T7) — digital, data and technology specialists. Live from March 2026.
  • Management Consultancy Framework — strategy, programme management and change management.
  • Facilities Management — hard and soft FM services across public sector estate.
  • Technology Products and Services — hardware, software and IT services.

Dynamic Markets under PA23

Under PA23, Dynamic Purchasing Systems are now called Dynamic Markets and are expected to become increasingly common. Unlike traditional frameworks, Dynamic Markets are open to new suppliers throughout their life — no fixed application window. If you qualify, you can join at any point.

How to identify which frameworks to target

  • Map your services to CPV codes — frameworks are structured by CPV code and service category
  • Check the CCS eSourcing portal for all current and upcoming frameworks in your category
  • Look at what frameworks your existing public sector clients use to buy from you
  • Review recent contract award notices in your sector — which frameworks are being used?

How to apply successfully

  • Read evaluation criteria carefully — application scoring is often more rigorous than expected
  • Prepare case studies that match the specific service lots you are applying for
  • Ensure all certifications are current and match minimum requirements exactly
  • Allow significantly more time than you think — framework applications typically take 40–80 hours
