Procurement that works in Welsh — properly.

The Welsh Language (Wales) Measure 2011 and the Welsh Language Standards mean Welsh-language services should be no less favourable than English-language services. For procurement, that means bilingual notices, a bilingual supplier portal, and Welsh-speaking suppliers and officers being able to do their work in Cymraeg without disadvantage. eSourcingData is being built to that standard — not retrofitted to it.

Bilingual notice publication and supplier-portal language switching are live today. Full bilingual buyer-side workflow is on the active roadmap, prioritised for Welsh public sector pilots.

Four pillars of bilingual procurement

Cymraeg gyda'r un parch — Welsh held to the same standard.

Bilingual notice publication

Tender notices published bilingually to Sell2Wales, with Welsh-language and English-language versions held to the same standard. Welsh-language version not an afterthought translation — held as equally authoritative.

Bilingual supplier portal

Supplier-facing portal switchable between Cymraeg and English. Welsh-language suppliers can submit responses, ask clarifications and receive feedback in Welsh — without disadvantage.

Bilingual buyer workflow

Buyer team can run procurement in Welsh, English, or both. Evaluation comments, scoring rationale and audit-trail entries in either language, side by side.

Welsh Language Standards aligned

Designed against the Welsh Language Standards (No. 1) Regulations 2015 and successor Standards. Compliance evidence captured automatically — for the Welsh Language Commissioner and internal scrutiny.

Who needs this?

Welsh local authorities

All 22 principal councils have Welsh Language Standards. Bilingual procurement is part of the Standards regime, not optional.

Welsh Government bodies

Welsh Government, sponsored bodies and ALBs all operate under Welsh Language Standards specific to their function.

NHS Wales

Health boards have Welsh Language Standards covering patient and supplier-facing services. Procurement is in scope.

Welsh universities & FE

HE and FE institutions in Wales operate under Welsh Language Standards proportionate to their public-body status.

Welsh charities & VCSE

Many grant conditions from Welsh Government and WCVA expect Welsh-language equivalence in procurement and supplier engagement.

Welsh suppliers

Welsh-speaking suppliers — particularly in foundational economy categories — should be able to bid in Cymraeg without disadvantage. The platform makes this practically possible.
